The best fossil insect collection is in Moscow (Paleontological Institute),
second is at the Museum of Comparative Zoology, Harvard Univ..  Both would
have significant Odonata collections.
 
Most recent references are the 2 volume monumental work by F. M. Carpenter
(1992, Treatise on Invertebrate Paleontology, Part R, Arthropoda 4, Vol. 3 &
4: Hexapoda) sponsored by  the Geol. Soc. America and published by them and
the Univ. Kansas; and History of Insects by A. Rasnitsyn & D. Quicke (2002)
with an Odonate chapter by Rasnitsyn.  These references should answer many
of your colleague's questions

I have a question that I hope someone can help me with. I'm looking for
information on fossil Odonata (dragonflies & damselflies) collections.
A local researcher, well versed in modern Odonata, is interested in the
fossil record of the Order.  He's specifically interested in high
quality photographs, not necessarily access to the specimens themselves.

Odonata specimens both nationally & internationally?

Can anyone recommend the names of major authorities working in the field
