Japanese films being "Hollywoodize"

CITY OF ANGELS is clearly based on WINGS OF DESIRE (THE SKY OVER BERLIN) by
Wim Wenders.  Was there a Japanese film called WINGS OF DEATH and did this
precede the Wenders' film?
