Caucasian Eyes in Japanese Manga and Anime

In anime, the most widely held belief about the origins of the the 'big
eyes' style is that it stems from Tezuka Osamu who made the first 'major'
anime title, TETSUWAN ATOM. All accounts point to Tezuka being influenced
partly by the artistic style of Disney animators and for the most part the
style was adopted by almost every anime artist to follow (The most notable
exception being the work done by Studio Ghibli/Miyazaki)
