I state this at the beginning of my essay, but I do want to remind people 
that for most of the papers, these are works in progress that are being 
distributed only for the sake of the Workshop.  I think people should 
refrain from quoting, citing, or using them in any other fashion.  Those 
who can't go to the Workshop may be tempted to use them, but please 
control yourself until more finished versions are available.  I imagine 
most of the papers will change considerably in the future.
