The box for the video of Allen's film lists it as "Kagi no kag" (an 
abvious mistake), but the full title is _Kokusai himitsu keisatsu: Kagi 
no kagi_ directed in 1965 by our good old friend Taniguchi Senkichi (of 
_Akatsuki no dasso_ fame).  Allen's film (at the beginning), also uses 
footage from another film from that series starring Mihashi Tatsuya, 
which the IMDB lists as _Kokusai himitsu keisatsu: Shinrei hachigo_ 
(which is also a mistake: it should be "Shirei dai-8 go"; that was 
directed in 1963 by Sugie Toshio).  It's been a long time since I've seen 
these films (the originals, that is), so I can't confirm that.  Keep in 
mind, however, that Allen is not really making fun of "a legitimate spy 
movie" as the box says.  The Kokusai series was pretty tounge-in-cheek in 
the original, though Allen took that to the limit.
