I think you might be remembering the case of Watanabe Fumiki, the 
director of Bari zogon, Zazanbo and other films. As I have reported on 
KineJapan before, several local governments have refused to let him use 
public halls to show his anti-emperor film Harahara dokei for fear of 
right wing reprisals. Watanabe has sued such governments and has 
usually won. One time, however, he did get mad at officials for their 
suppression of his right to free speech and was arrested for 
interfering with a public official.
