in tanaka junichiro's NIHON KYOIKU EIGA HATTATSUSHI (1979) you find a little
bit about yokohama shinema.
the best source in respect to technical questions of all kinds (e.g.
small-format) is perhaps SHINEMA 100-NEN GIJUTSU MONOGATARI issued by the
nihon eiga kikai kogyosha in 1995.
i'd also try the eiga nenkan. they give a lot of information about
educational films as well.

in the early 30s the '16mm eiga kyoiku fukyukai' issued a magazine called
16MM EIGA KYOIKU (later renamed into KYOZAI EIGA) where you might find
something about the sakuragraph. shortly after the war a similar magazine,
the EIGA KYOSHITSU/THE VISUAL EDUCATION, was published by the nihon eiga
kyoiku kyokai.
in 1951 the magazine KOGATA EIGA was launched, which was the most important
small-format film magazine until 1982 when it was terminated. the index of
all 363 issues is available at: http://www.rsch.tuis.ac.jp/~ito/kogataeiga/
