*Until March 29, 2017 *Japan’s Agency of Cultural Affairs, the

Bunkacho, is seeking public

comment supporting expansion of the National Diet Library’s service

providing access to digital collections to registered libraries, including

those outside Japan. Registered libraries *in Japan *have been offered this

service since 2014.  If the new recommendations are enacted a wealth of NDL

digital materials would become accessible to users in registered libraries

internationally.

Please send your personal comments by March 29th, and encourage colleagues

and students who might use resources held by the National Diet Library to

System and Fundamental Issues under the Copyright Subdivision of the Agency

of Cultural Affairs, or 文化審議会著作権分科会法制・基本問題小委員会・中間まとめ.  In the

above-mentioned report, the relevant information is found in the following

chapter: 第２節著作物等の活用に関わる著作権制度上の課題、１）国立国会図書館による資料送信サービスの拡充について（p. 123-124）,

specifically the following statement:

「本小委員会では，絶版等資料は入手が困難であることから，日本研究を行っている外国の図書館等にとっては，

国立国会図書館による資料送信サービスを利用できることの利点は大きいものと考えられるとされた。また，我が国の文化を海外発信する観点からも，

外国の図書館等に対して貴重な資料を提供できることは重要な意義を有するとされた。このような資料送信サービスの拡充の意義及び国立国会図書館の役

割等を踏まえると，法第３１条第３項の規定に基づき国立国会図書館が絶版等資料に係る著作物を自動公衆送信できる送信先の施設に，

同条第１項に規定する図書館等に類する外国の施設を追加する法改正が求められる」（p. 124）。
