A lot of people have asked about USDA regulations and how to abide by them and
where to comment.
If you want to talk to a person look up USDA-APHIS-PPQ in your phone book.
Every State has at least one office that will be able to supply you with the
forms and be a body to talk to. If you can't afford the call because it is
long distance call and ask them to call you back. There is also a web page
to start at at: http://www.aphis.usda.gov Follow the pages to the Permit
office.
Complaining to this newsgroup may relieve your fustration but won't change
anything. The above web site lists in their press releases about changes to
proposed regulations. These will tell you when, where and how to comment in a
way that will receive consideration and may make a difference. Comments about
last year proposal to change regulation about the permiting of biocontrol
organism did make great changes. Comments about the need for yet proposed
changes should be sent to your congressional delegation.
The Plant Pest Act is the law regarding the permiting and movement of "plant
pests" in the US. The local USDA-APHIS-PPQ office in your state can supply
you with a copy. This is not a new law.
All states also have regulations about the movement of pests in your state.
Start with the Extension Service in your county to get you to the right state
official. Most won't know much themselves about this subject but should get
you to the right place.
As a last resort assuming you have done everything to find the local office
yourself, email me and include USDA in the subject, otherwise I'll just think
its porographic spam and delete the mail without reading it
