One person's open space isn't.

Governor Christine Todd Whitman, NJ's strongly supported "open space" 
and encouraged passage of a bond issue to help communities purchase open 
space. 

Open space can include anything without buildings (including paved ball 
fields, golf courses, and neatly manicured lawns.  Since golf courses 
are considered a money maker (they were before there were so many), they 
are particularly popular with planners. 

One NJ community recently purchased six acres from a developer for a 
community park  (just in time to prevent yet another mall).  If the 
newspaper account is accurate, they used those precious state funds to 
pay what looks $1 million dollars per acre. (Just in case you thought 
Southern California was the only irrational place).
