It is not different to see where the difference comes from. The
two-volume set by Tuzov et al.:

- is written by a number of specialists in different butterfly
families or species groups. While I have not yet had a chance to
review Gorbunov's book, I would place my bet on the opinion of a bunch
of people intimately familiar with their respective groups, rather
than on that of a single author (no matter how great an expert he is)
trying to encompass an enormous fauna with lots of taxonomically
challenging species-groups;

- includes not only Russia but the whole territory of the extinct
USSR. That means that it includes the fauna of the Transcaucasian
republics and the vast desert, semi-desert and mountain regions of
central Asia. This means that the number of species dealt with in
Tuzov et al.'s books is almost double that in Gorbunov's book;

- includes a much greater number of colour plates of set specimens
(of, as I just said, many more species) as well as certain
representative habitats.

By the way, the titles quoted below actually refer to two volumes of
the same book: the quote "Bogdanov et al." is erroneous and should
read "Tuzov et al.".
See www.pensoft.net for more detailed information. As Pensoft is the
publisher of this set I am sure that their price is the most
reasonable around.
