Your example illustrates precicely how an otherwise good and respected
citizen can be branded as a 'felon'.  Criminalizing the shipping of
Monarchs, I believe, would be making a 'felon' out of anyone who does
this and gets caught. To me a 'felon' is someone who commits a much more
serious crime.
