An update: LC tells me that NACO catalogers would only be required to add
diacritics to an existing authority record if we were changing the heading
for other reasons.
I'll be away the next two weeks; Steven Arakawa will be serving as acting
NACO coordinator. If you'd like to respond to this proposal, please send
your comments to him by Aug. 5th.
