[Yulcat-l] Folios (SML Cataloging Only!)

i have to admit that, in the 30+ years that i've been cataloging solely for
SML, this is the first time, like you, that i've heard that SML Folios do
not circulate.
can we find out if is this a fairly recent policy? (and if its been
publicized before now, how, and to whom. i'm wondering how we missed this
information. maybe we're not on their routing list?)
i'm just wondering what else we might not have heard of....
