uptight/strange/illegal behaviour

You know, Norbert, I got far more cooperation and flexibility from
Canadian park rangers despite the attitudes at the border, as I think I
noted several months ago. I've heard that Parks Canada is going to
change its management. I hope that it doesn't affect the attitude of
the park rangers. I'm looking forward to moving back to Canada.

Chuck Vaughn casually mentioned butterfly "hunting licenses." A good
idea but there just aren't enough of us for the park police to be
aware. I mean, we can show them a piece of paper giving us permission
to catch and release and they likely would harrass us just the same,
thinking it was just something we made up. On the other hand, maybe the
Lepidopterists' Society could do some pr to raise awareness of us in the
lower echelons of the park bureaucracy. Maybe we should arrange field
trips with the park rangers to educate them on the lepidopteran fauna
they are so gung-ho to protect. We may even get a few addicted!:) After
all, we're really both on the same side.

Daniel
